You just don't the program very well. All your questions are clearly answered in the manual. You'll have to spend time reading it and working through some of the tutorials.

The program works quite well, and you can drag notes or rests to other lines (in version 2003). Adding pages is simple too. Just add measures and the program adds the pages. You can use the Note Mover tool to specify how many measures you want to per line. As for the noteheads if you set up a custom percussion map the program will automatically give you x noteheads. It's not a quick or intuitive program to learn but the program is very powerful. If you want to do handbell, bagpipe or gregorian chant notation it can handle it. Most professional notation, (books, sheet music, and magazines) is done with Finale. Since they keep making it easier to use I'd recommend having the latest version. Good luck!
